JOB PURPOSE To support the implementation of Monitoring Evaluation Accountability and Learning (MEAL) activities of UPG programme adhering to UPG MEAL framework and strategy. KEY RESPONSIBILITIES Contribute to implement robust monitoring and evaluation system that will ensure tracking of programme results at different levels (outputs, outcomes, and impact) following the logframe. Ensure the collection of relevant and appropriate data for an effective MEAL system which will be utilised in monitoring strengths, weaknesses, and gaps in the programme and for reporting on donor commitments. Design and develop Database, develop innovative tools/software, and provide technical support for maintaining and updating Indicator Performance Tracking Sheet (IPTS) and findings management database regularly. Design quantitative and qualitative monitoring survey tools following annual monitoring survey plan using digital/web-based platform and ensure quality standard of data collection at the field level. Prepare weekly monitoring report, survey findings-based presentation, and share with the respective management regularly. Prepare follow-up monitoring report of critical and moderate level findings based on thorough field visit and necessary consultation with the field operations and MEAL colleagues. Coordinate programme assessments, evaluations, and performance evaluation tasks including planning, and assist in reporting of the same. Assist in the development of TOR for external surveys and consultant recruitments/ selection. Plan and initiate all pre and post intervention assessments, KAP surveys, Post Distribution Monitoring and Evaluation of emergency responses. Collect learning of the programme through regular field visits, attend programme operational meetings, and initiate learning assessments at the field level and ensure accountability of participants following the component of Progamme Accountability Framework. Stay informed of new approaches and tools on M&E, and built capacity for adopting new data monitoring tool to MEAL staff. Coordinate with UPG Programme, Accounts & Finance, Monitoring, Investigation, and other programmes as required. SAFEGUARDING RESPONSIBILITIES Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment. Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action. Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
